Forecasting: Innovation vs Weather

Back in 1977, Medium Range Weather Forecasting took off at ECMWF, a newly established European Center; raw computing power had just reached what, at the time, was rated as an amazing potential. However, most National Met Services would not have known how to exploit it.

Today, Social Innovation based on a yet to be acknowledged WEB potential, is still in the pipeline, although the WEB availability has been progressing enormously for about 15 years. Something wrong is going on. This is a first step towards uncovering what’s missing. Help urgently required!
